The first level is always free to play (no expenditure of Guild Treasury goods) and you needn't even be in a large guild - you can just start one if you're still new enough at the game to want to plan ahead to joining an established guild. On the upper levels, you can even earn diamonds and fragments for useful buildings in your city but for the novice player, level 1 is a literal gold mine of useful resources that only take time and practice to earn.
